Default Voip Equipment Needs

I have a setup that I am trying to find some equipment that will handle what I need. I have 4 locations that are served from the phone company. One has a PBX and the other 3 just run straight to analog phones. I would like to replace the PBX with an IP PBX and setup Voip at the location. The problem I am running into is that all the equipment I have found so far that has FXO ports will answer the call and then forward the call onto the voip phones. This stops the other 3 locations from ringing. I need some equipment that will allow the voip phones to ring along with the analog phones at the other 3 sites. Does anyone have any suggestions on some equipment that will handle this setup? Thank you for any help you can give me.
