Make sure that your phone is plugged into the proper jack for the Linksys SPA 2102. Make sure everything is connected properly and try dialing **** and see what happens.

It's possible that your device is not working or has an old or corrupt firmware. Try upgrading the firmware and seeing what happens. Other than that, be sure your settings match that of the CIA company's. Send them screenshots!
