I don't know about Voipbuster, but with any VoIP service that allows free "In-Network Calling" you can call from one account to another for free.
There are various ways to do this.
For example, if your ATA is registered to one account, then it can call your softphone that is registered with another account number (same service provider, though). Just dial the accounts virtual number.
I do this with CallCentric and InPhonex services.
It doesn't matter whether your device is a registered ATA or softphone, they can call each other by their virtual numbers (or account numbers).
There is no special network configurations when calling "In-Network" through a VSP that supports In-Network calling.

InPhonex makes this especially easy by allowing you to create up to 5 virtual numbers under one account. I can login with one ATA to one virtual number, the login to another virtual number with another ATA, and login with another "configurable softphone" and call for free between any of the virtual numbers.

This is also easy to do with CallCentric. But with CallCentric I only have one virtual number per account. But, if you have friends and family with CallCentric accounts too (and online and registered), then you can dial their virtual numbers and talk free.
